市教育局要求各地每年撥出一定的經(jīng)費用于學校圖書的購置，滿足師生的閱讀需要，同時加強對學校圖書室、閱覽室的管理，使圖書報刊分類規(guī)范合理，擺放整齊美觀，管理有序，方便滿足師生借閱。各學校還注重流動書柜建設，讓學生能夠共同分享書籍的美妙和讀書的樂趣。

（四）納入課程，確保閱讀時間。我市多數(shù)學校堅持每天開展不少于15分鐘的“晨讀活動”、開設“大閱讀課”，以此保障學生有必要的讀書時間；每周安排一節(jié)課作為閱讀指導課或讀書交流會，由語文教師進行閱讀指導、答疑解惑；定期向?qū)W生推薦介紹好書，引導學生開展課外擴展性閱讀活動。

（五）師生共讀，開展主題讀書活動。教師是校園閱讀的第一推動者，是閱讀的示范者。

市教育局倡導全市教師養(yǎng)成“每天讀一點、每天摘一點、每天背一點、每天寫一點、每天講一點”的讀書方式，帶動指導學生閱讀，形成師生共讀氛圍，讓孩子們多一點書生氣，讓教師多一份書卷氣，讓校園多一些書香氣。通過開展“一日三讀”（晨讀古詩詞、午讀經(jīng)典名著、晚間親子共讀）等形式多樣的讀書活動，為師生創(chuàng)設了交流和展示讀書成果的渠道。
